The prior capacity fixture used unauthenticated request lines to occupy
all four bounded slots. Reject unknown paths before waiting for the rest
of their headers, and exercise the bounded-consumer contract with actual
capabilities instead. Add a regression for incomplete unknown requests
followed by an authorized consumer.

This narrows one local availability edge; connections that send no
request line still share the finite transport timeout. It does not claim
to eliminate general local connection-exhaustion attacks. Runtime
validation is pending.
