second discovery and monotonic phase timing to separate a general second

The timing probe completed first discovery at 37.990 seconds, leaving
less than seven seconds of the unchanged 45-second case budget for the
next turn. This does not establish an output-specific deadlock.

Execute the same real Herdr/Core proof natively in the Nix build sandbox.
Require a loopback-only network namespace before launching any child.
Keep the TCG version available as virtualMachineProof, with explicit
verification of its firewall isolation. Preserve all delivery and replay
assertions and the original Node deadline. Runtime validation is pending.

The native sandbox run completed all registered-tool contracts in
17.844 seconds with the unchanged 45-second case deadline. It observed
42 genuine RPCs, one exact UTF-8 prompt delivery, no additional mutation
after durable replay, and zero RPCs for the shared non-operator.

Require an exact nonempty TAP result with no skipped, cancelled or TODO
cases so an accidentally omitted test cannot make this check pass.
Ruff PLW1509 is inapplicable here: a runtime guard requires the launcher
to be single-threaded before controlling-terminal setup, and the reader
thread starts only afterward. Other Ruff checks pass. Revalidation of
the TAP footer check is pending.

Carry the private Local response and egress observations from the
existing spoken proof into the extracted fixture. The five established
voice case bodies remain byte-identical in the combined candidate.

Immutable prerequisite candidate 36c7d61f291a passed 860 Node tests with
zero omissions in 120.444 seconds, 204 UI tests, complete strict/build
checks, genuine native-agent integration, and all existing voice and
TV service checks on bigtower. This fixture is byte-identical to the
one tested there; that candidate remains local, not a pushed QA merge.
